National Committee of the International Union of Radio Science (USNC/URSI). Prizes will be awarded as follows:

FIRST PRIZE: $1000
SECOND PRIZE: $750
THIRD PRIZE: $500

In addition, the three finalists' registration, travel, and subsistence expenses will be defrayed by USNC/URSI. The top three papers will be presented at the Plenary Session on Wednesday, January 7, 2004.

GUIDELINES AND RULES

  1. University students in normal pursuit of a degree are eligible to enter a paper in the competition. A former student who received a degree during 2003 is also eligible.

  2. The paper must be the unaided work of a graduate student enrolled for the M.S. or Ph.D. degree at a U. S. University. The usual guidance provided to a graduate student by a supervising professor is consistent with this rule, as is the co-authorship of the paper by the professor. In case of co-authorship, a letter from the professor stating his/her level of contribution must accompany the paper upon submission.

  3. The topic of the paper must be related to the field of one of URSI's Commissions.

  4. A paper which is submitted to a journal before August 29, 2003, is ineligible. However, a student is encouraged to submit his/her paper to a journal after this date.

  5. The paper must be in English and in the format of the journal Radio Science. Its length must not exceed 25 double-spaced, typewritten pages, including figures.

  6. Papers (15 copies) must be received on or before August 29, 2003 by:

    Prof. Steven C. Reising
ECE Dept. - 113B Knowles Engineering Building
    University of Massachusetts
    Amherst, MA 01003-4410
    USA

  7. Selection of the finalists will be made by the USNC/URSI Prize Paper Competition Panel of Judges. Judgment will be based upon quality and originality of the papers. Entrants will be notified of the names of the finalists by early November.

  8. The finalists will present their papers during the first portion of the Plenary Session at the 2004 National Radio Science Meeting. The order of the final awards will be announced at the end of the Plenary Session.

  9. IMPORTANT: Submission to the Student Competition DOES NOT constitute a submission to the regular program. If a student wishes a paper to be included in the regular program, the submission procedure and format outlined for abstract submission must be followed. Student papers not submitted in this way will not be included in the regular meeting program. The three finalists' papers will be presented only once - at the Plenary Session. If a student paper is also accepted in the regular program and is later chosen as a finalist in the competition, it will be removed from the regular program and presented only at Wednesday's Plenary Session.

  10. Questions regarding the competition should be addressed to Prof. Reising by email or at the above address.
