CIRES Human Resources Generalist

The Cooperative Institute for Research in Environmental Sciences (CIRES) welcomes applications for a Human Resources Generalist position. The CIRES HR Generalist will report to the Director of Human Resources. This position provides professional and technical support to CIRES on hiring, staffing and onboarding while ensuring compliance with university and federal policies. The HR Generalist will manage all employee recruitment, selection and hiring processes, ensuring direct customer service to CIRES employees and associates, CIRES Administration, and other business partners within the university and at external agencies associated with CIRES projects. This position will also cross-train with other HR team members to establish knowledge of other CIRES HR processes and provide backup to those functions when needed.

Responsibilities

Recruitment and Selection

  • Provide professional support to CIRES employees and hiring managers for the full lifecycle of recruitments.
  • Partner with hiring managers to analyze and determine position needs and assessment and selection criteria 
  • Collaborate with campus HR on the Avature system and posting job advertisements to various mediums and assist to identify and track the most successful recruiting campaigns through report generation and analysis.
  • Screen resumes using applicant tracking system and make appropriate recommendations to managers and directors.
  • Move candidates through interview process, conduct phone screens, record feedback, schedule in-person interviews, send follow up emails, etc.
  • Work with hiring managers and the Human Resources Director to assess and recommend fair and consistent compensation practices, including starting pay, when requested.
  • Ensure a positive candidate experience through the interview process by responding to and resolving questions and complaints and by coordinating events and logistics.
  • Create procedures to improve timeliness and increase efficiencies in the hiring process in collaboration with the Director of Human Resources. 
  • Interpret and explain federal and state regulations and internal guidelines as they pertain to recruitment and selection activities. Ensure that all of the phases of the recruitment and selection process comply with applicable regulations and guidelines.

Onboarding

  • In coordination with the Director of Human Resources, build an onboarding plan that meets the needs of CIRES and regularly review/revise the plan to ensure its effectiveness.

Human Resources Management

  • Participate in projects or studies to discuss, finalize, and implement recommendations to improve internal processes and procedures, with changes aimed at improving the customer experience and leveraging technology.
  • Cross train with other team members in order to understand each respective HR function, including being able to process personnel and payroll transactions and to troubleshoot/resolve issues as they surface.

Requirements

  • Bachelor’s Degree, preferably in Human Resources, Business, Psychology or an applicable field.
  • 3 years of experience in Human Resources.

What You Will Need

  • Strong knowledge of and experience interpreting applicable laws policies, hiring processes, HR best practices and current regulations.
  • Excellent customer service, communication, and teamwork skills as well as sound judgment and problem-solving skills with a high level of professionalism and discretion.
  • Working knowledge of the administration of grant-funded programs.

What We Would Like You To Have

  • Previous experience with recruiting and/or onboarding programming.
  • Experience using HR systems (especially helpful if University of Colorado systems such as HCM payroll experience, Graduate School, and Employee Services).
  • Experience in a university, research, or federal setting.
