Research Interests
Dr. Starkweather has a joint background in energy systems engineering (BS/MS), Arctic climatology (PhD), and research policy and planning. She has served as the Executive Director of the US Arctic Observing Network (US AON, usaon.org) initiative since 2017. Dr. Starkweather promotes the co-development of policy and planning tools to effectively and equitably advance observing networks and data systems in support of societal benefit. She served as the chair of the international Sustaining Arctic Observing Networks (SAON, articobserving.org) from 2020-2024, during which time she led the drafting of SAON's Arctic Roadmap for Observing and Data Systems (ROADS) planning process. She has developed methods and tools for assessing the societal benefit of observing and data systems.
